Abstract
This paper presents a heuristic algorithm for partitioning an observable Power System State Estimation (PSSE) network graph into observable subnetworks. The proposed algorithm is based on partitioning the spanning tree of an observable PSSE network graph, which guarantees the observability of the subnetworks (i.e., there is no need to check for the observability of the partitioned subnetworks). The proposed partitioning algorithm is based on the use of an eigenvector approach. The performance of this heuristic algorithm is evaluated by two IEEE PSSE network examples
