Arabic Abstract

في السنوات الاخيرة اصبح استخدام مكاتب ادارة المشروعات كأدوات لقيادة النجاح في الشركات شائعا. الهدف الرئيسي لهذا البحت هو التحقق من تاثير وظائف مكتب ادارة المشروعات على نجاح المشروعات في المملكة العربية السعودية وما اذا كان الذين يتعاملون مع هذه المكاتب راضون عن الخدمات التي تقدمها لهم ام لا. تم اجراء مراجعة شاملة للدراسات السابقة التي اقيمت على وظائف مكاتب ادارة المشروعات ومقايسس النجاح في المشروعات المختلفة. تم استخدام الاستبيان لجمع البيانات من ثلاث مجموعات وهم اعضاء معهد ادارة المشروعات فرع السعودية و شركات المقاولات الانشائية من الدرجة الاولى والثانية في المملكة العربية السعودية والمجموعة الثالثة هم موظفو شركة معينة لقياس مدى رضاهم عن الخدمات التي يقدمها مكتب ادارة المشروعات لهم. تم تحليل بيانات المجموعتين الاولى والثانية باستخدام نمذجة المعادلات البنائية بينما تم تحليل بيانات المجموعة الثالثة باستخدام اداة تسمى سيرفكوال لتحليل الفجوة. اظهرت نتائج تحليل بيانات المجموعة الالى ان الشركات القائمة على تنفيذ المشروعات في المملكة تولي اكثر اهتماما اكثر لوظائف التعلم التنظيمي مثل ادارة المخاطر وادارة المعرفة ومراجعات المشروع وغيرها وتترك هذه الوظائف تأثيرها على كل مقايسس نجاح المشروع. بينما اظهرت نتائج تحليل بيانات المجموعة الثانية ان وظائف مكتب ادارة المشروعات في شركات المقاولات الانشائية تكون فعالة في النشاطات المتعلقة بعملية التحكم ومراقبة المشروعات وايضا في النشاطات المتعلقة باصدار المنهجيات الموحدة للمشاريع وتترك هذه الوظائف اثرها في كل مقايسس نجاح المشروع من كفائة المشروع ورضى فريق المشروع والعملاء الى تحقيق النجاح في الاعمال. لم يتم ملاحظة اي فعالية لوظائف مكتب ادارة المشروعات في عملية التخطيط الاستراتيجي لاي من المجموعات الاولى والثانية. واخيرا اظهرت نتائج تحليل بيانات المجموعة الثالثة ان عملاء مكتب ادراة المشروعات اقل رضى عن ما يقدمه من خدمات ملومسة مثل المستندات والنماذج وذلك بعد ان ثبت فعالية الفرق بين فهم المعنيين عن مكتب ادارة المشروعات و ما يتوقعونه منه احصائيا. في المقابل لم يثبت اصحائيا فعالية الفرق لبقية الابعاد احصائيا رغم وجود فرق طفيف بين التوقعات والفهم.

English Abstract

The use of project management offices as success driving engine is highly recognized in recent years. The main objectives of this research are to investigate the impact of the project management office functions on project success in Saudi Arabia and to assess stakeholder’s satisfaction of project management offices. A comprehensive literature review is conducted to study different function of project management office and project success measures. Questionnaire is used as a primary instrument to collect data from three populations, namely, PMIKSA chapter members referred to as random population, construction contractors referred to as targeted population, and the final population is a company’s employees to measure their satisfaction with the services of project management office. The data collected from random and targeted populations were analyzed using structural equation modeling while the third population was analyzed using gap analyses. The results from random population show that PMO functions in project-based companies are more effective in organizational learning activities like risk management, lessons learned and project reviews and leave their impact on all project performance measures. The results from targeted population show that PMOs in construction companies are more effective in developing project methodologies and in monitoring and controlling activities while their impact is reported in all project success measures. None of the two populations was reported to be effective in strategic management. The third population shows that stakeholders are less satisfied with the tangibles provided by PMO with a significant difference between perception and expectations while the other four dimensions showed a slight difference but could not be proven statistically.
