Arabic Abstract

تم استخدام المنطق المضبب في ثلاث خطوات رئيسية لتحقيق الهدف الرئيسي من هذه الرسالة، والذي يتمثل في تطوير نموذج قادر على توقع احتمالية الزيادة بسعر تكلفة مشاريع البناء الضخمة في السوق السعودية. أربعين عاملاً مساهماً في حدوث ظاهرة زيادة التكلفة قد تم تحديدهم عن طريق مراجعة البحوث العلمية السابقة بالإضافة الى مقابلة الخبراء في هذا المجال. كما تم تحديد انسب الممارسات التي يمكن تطبيقها لتخفيف اضرار الأربعين عاملاً المساهمين في زيادة سعر التكلفة النهائي. بالإضافة الى ذلك، أجريت المزيد من المقابلات مع المختصين في سوق البناء السعودي لترتيب الأربعين عاملاً المساهمين في زيادة التكلفة بناءً على شدة خطورتهم، بالإضافة الى تحديد فعالية الممارسات المقترحة لتقليل احتمالية حدوث ظاهرة الزيادة في سعر التكلفة النهائي. المعلومات التي تم جمعها من المختصين استخدمت كمدخلات للمنطق المضبب في برنامج .Mamdani type fuzzy inference system in MATLAB الخطوة الأولى لتطوير نموذج قادر على توقع احتمالية تجاوز سعر البناء النهائي السعر الأولي، أو التقديري، في سوق البناء السعودي هي تقييم المختصين الذين تمت مقابلتهم وتحديد أهميتهم بناءً على خبراتهم. الخطوة الثانية لتطوير النموذج تعتمد على استخدام التقييم الناتج من الخطوة الأولى بالإضافة الى خطورة الأربعين عاملاً، التي تم تحديدها سابقا، بهدف ترتيب هذه العوامل حسب مساهمتها في حدوث ظاهرة الزيادة في سعر التكلفة النهائي، بالإضافة الى ترتيب الممارسات المقترحة لتخفيف خطورة هذه العوامل وفقاً لفعاليتها. أظهرت نتائج الخطوة الثانية أن أكثر العوامل مساهمةً في زيادة سعر التكلفة النهائية في سوق البناء السعودي هي "التغييرات المتكررة في التصاميم"، "التأخر في دفع المستحقات المالية"، "تغيير أو عدم تحديد نطاق العمل"، "وجود مدير مشروع غير مؤهل لإتمام المهام الموكلة إليه"، و"وجود عيوب في مراقبة وضمان الجودة". في الخطوة الثالثة والأخيرة تم استخدام المخرجات من الخطوة الثانية لتطوير النموذج النهائي الذي يهدف لتوقع احتمالية حدوث زيادة بسعر تكلفة مشاريع البناء في السوق السعودية. تم التحقق من فعالية النموذج النهائي عن طريق تجربته على مشروعي بناء في السعودية. يستطيع مالك المشروع، أو أي جهة أخرى ذات صلة، من استخدام هذا النموذج في الفترة الأولية من مشروعه لتوقع احتمالية حدوث زيادة في سعر التكلفة النهائي وبالتالي معرفة كمية الخطورة في المشروع واتخاذ القرارات المناسبة.

English Abstract

A three-step fuzzy model development process is carried out to produce a model that is able to forecast the probability of experiencing cost overrun in Saudi Arabia’s large-scale building construction projects. Forty most common cost overrun factors are identified with their possible mitigating practices through a comprehensive literature review process and expert interviews from the Saudi construction industry. Further experts’ interviews have been conducted to rate the severity of the identified cost overrun factors and the suitability of the possible mitigation practices. Fuzzy models were developed using the Mamdani type fuzzy inference system in MATLAB program software. The first step of the “probability of cost overrun” fuzzy model development was to weigh the experts based on their competence level. Then, the calculated weights are used to develop the second step of the fuzzy model, which is ranking the importance “severity” of the forty cost overrun factors, in addition to identifying the suitability of the mitigation practices. The most severe cost overrun factors in the Saudi building industry were found to be “Frequent changes in design”, “Delays in progress payments”, “Undefined or change in the scope of the project” “Incapable project manager for the owner”, and “Poor quality control/assurance”. The second step's outcomes, factors’ severity, are used in the third step to develop the final model for forecasting the probability of cost overrun in the Saudi large-scale building projects. The validity of the proposed model has been tested using two real case studies in Saudi Arabia. Decision-makers can use the developed model in the early stage of a project to make more informed decisions and use the identified mitigation practices to reduce the probability of experiencing cost overrun in the future.
