Arabic Abstract

إحدى المشاكل الرئيسية التي قد تواجه مشاريع البناء هو تأخر المشروع. تأتي مرحلة تصميم مشاريع البناء مباشرة بعد مرحلة التخطيط ، والسلاسة في هذه المرحلة تملي السلاسة في المشروع بأكمله. يهدف هذا البحث إلى التحقق من وجود تأخيرات في التصميم ، وتحديد عوامل التأخير ، ودراسة التأثير المرتبط بهذه العوامل ، وقياس مدى التأخير ، وأخيراً دراسة إجراءات تطوير التصميم ومعرفة الترتيب الأكثر فعالية لعملية التصميم. لمشاريع البناء في المملكة العربية السعودية. تم إجراء مقابلة أولية مع بعض المديرين التنفيذيين والمهندسين الاستشاريين في مكاتب هندسية مختلفة وزعموا جميعًا أن هناك تأخيرات في التصميم في المملكة العربية السعودية وفقًا لخبراتهم. تم إجراء مسح أدبي شامل لتحصيل جميع عوامل تأخير التصميم القابلة للتطبيق وكانت 24 عاملاً. تم إجراء الدراسة على هذه العوامل جنبًا إلى جنب مع التحقيق في مخطط انسيابي للتصميم المحلي الفعلي لاكتشاف العيوب والإشارة إلى مجالات التحسين. أظهرت نتائج عوامل التأخير أن أشد العوامل المسببة للتأخير هي إما عوامل مرتبطة بالمالك أو عوامل خارجية. كانت أهم 5 عوامل تأخير هي تعديلات المالك لحزمة التصميم ، والصعوبات في الحصول على التصاريح ، والتغييرات في سياسة ولوائح التصاريح ، وبطء اتخاذ القرار من قبل المالك ، وأنظمة مراقبة الجودة الرديئة. تم إجراء التصنيف و ترتيب العوامل باستخدام مؤشر أهمية التردد المعدل FAII الذي يأخذ في الاعتبار كلاً من مؤشر الأهمية النسبية RII ومؤشر التردد FI. استخدم البحث أيضًا تحليل مصفوفة تخطيط المخاطر لإظهار المخاطر المرتبطة بكل عامل والإجراءات المطلوبة التي يجب اتخاذها وفقًا لمناطق المخاطر المختلفة. أظهرت نتائج تطوير التصميم كيف أن أقل تدخل للمالك في مرحلة التصميم يمكن أن يخفف من وجود تأخيرات في المشروع وكذلك فائدة استعانة المكتب الاستشاري المصمم بمصادر خارجية للقيام ببعض عناصر العمل من قبل منظمات متخصصة أخرى. أخيرًا ، تم تقديم دراسات حالة متعددة لتبرير نتائج هذا البحث ولزيادة مصداقيتها. كما تم تحديد التوصيات التي تم توجيهها إلى المالكين أو المكاتب الاستشارية مما قد يجعلهم أكثر مرونة وسرعة في التعامل مع عوامل التأخير المختلفة ويجعلهم قادرين على تقليل آثارها أو مفاداتها تمامًا

English Abstract

One of the major issues that may face construction projects is project delays. The design phase of construction projects comes right after the planning phase, and the smoothness in this phase dictates the smoothness in the whole project. This research aimed to investigate the existence of design delays, identify the delay factors, study the associated impact of these factors, measure the extent of delays, and finally, to study the design development procedures and find out the most effective arrangement of the design process for building projects in Saudi Arabia. A preliminary interview has been conducted with some executive managers and consultant engineers in different engineering offices and they all claimed that design delays exist in Saudi Arabia according to their experience. An extensive literature review has been conducted to collect all the applicable design delay factors and they were 24 factors. The study has been conducted on these factors along with an investigation on the actual local design flowchart to spot out the disadvantages and point out areas of improvement. The delay factor results showed that most of the factors causing delays are either owner related or external related factors. The top 5 delay factors were the owner’s modifications to the design package, difficulties in obtaining permits, changes in permits policy and regulations, slow decision making by the owner, and poor-quality control systems. The ranking was conducted using the Frequency Adjusted Importance index FAII that takes into consideration both the Relative Importance Index RII and the Frequency Index FI. The research also used the risk mapping matrix analysis to demonstrate the risk associated with each factor and the required action to be taken according to different risk zones. The design development results showed how the least owner intervention in the design phase could mitigate the presence of project delays as well as the benefit of outsourcing some of the work items to other specialized organizations by the designing consultant office. Finally, multiple case studies were presented to justify the findings of this research and to add to its reliability. Recommendations that are directed to either the owners or the consultant offices were also outlined making them both more resilient and agile to design delay factors and able to reduce their effects or evade them entirely.
