Arabic Abstract
المستوصفات هي احد انواع مرافق الرعاية الصحية التي توفر للمرضى كل من الفحوصات والعلاجات العامة والمتخصصة. ولقد أظهرت الأبحاث أن هناك صلة قوية بين جودة البيئة المصممة لمرافق الرعاية الصحية واداءهافي عملية شفاء المريض. و تسعى المملكة العربية السعودية إلى زيادة عدد العيادات في جميع المناطق لتلبية احتياجات التزايد السكاني وللارتقاء بمستوى الرعاية الصحية المقدمة من الدولة. ومع ذلك ، فإن معظم دراسات تقييم ما بعد الاشغال التي تم تطبيقها في السابق على هذا النوع من المنشآتكان بها قصورفي الإجراءات والتقنيات المستخدمة والشمول بشكل عام.وبالتالي ، يقدم هذا البحث إطار شامل لتقييم ما بعد الإشغال لتقييم أداء المستوصفات واقسام العيادات الخارجية بالمستشفيات بغرض توفير إطار للعملية يمكن استخدامه لتقييم جودة البيئة المبنية المصممة لهذه المرافق ،و ايضا توفير مرجع من الدروس المستفادة لعملية التغذية الأمامية في المشاريع المستقبلية. هذه العملية تشمل خطوتين. الأولى هي تطوير إطار عمل شامل لتقييم ما بعد الانشاء للمنشآت الصحية وتقديم مجموعة منالأدوات عن طريق مراجعة شاملة للدراسات السابقة ، وكذلك المقابلات مع خبراء محترفين ذوو صلة بالمجال محل البحث ، وذلك لتحديد أكبر عدد ممكن من مؤشرات الأداء الرئيسية لهذا النوع من المباني. الخطوة الثانية هي تطبيق للإطار المقدم من الخطوة الاولى على ثلاثة مباني مختارة كحالات دراسة في المنطقة الشرقية من المملكة العربية السعودية. ويتم عمل هذا من خلال تطبيق تقنيات التقييم المتعددة بما في ذلك: استبيان المستخدمين ؛ تقييم تجول؛ القياسات العوامل الفيزيائية لبيئة المبنى والمقابلات مع المستخدمين. الغرض من هذه الخطوة هو اثبات فعالية المقترح المقدم للاطار في تقييم هذا النوع من المنشآت ومدى الاستفادة منه.
English Abstract
A polyclinic is a type of healthcare facilities that provide outpatients with both general and specialist examinations and treatments. Research has shown that there exists a strong link between the quality and the performance of the designed built-environment of healthcare facilities, and the patient‘s healing process. Saudi Arabia is endeavoring to increase the number of polyclinics throughout all regions to meet the demands of the increasing population. However, most of the previous Post Occupancy Evaluation studies that have been carried out fall short in the procedures and techniques employed. Hence, a holistic Post Occupancy Evaluation framework for performance evaluation of polyclinics is proposed for the purpose of providing a process framework that can be used to evaluate the quality of the designed built-environment of these facilities and obtaining lessons learned for the feed-forward process in the future projects. This involved two steps. The first is the development of a holistic framework and toolkit based on an extensive review of relevant literature and interviews with professional experts to identify as many key performance indicators as possible. The second part was an application of the developed framework on three selected case study buildings in the Eastern Province of Saudi Arabia through multi evaluation techniques for the validation including: questionnaire survey; walk-through assessments; physical measurements and interviews.
