Arabic Abstract

تستعرض هذه الرسالة نتائج البحث والتحليل لمعايير السلامة في تصميم واستخدام المباني السكنيـّة في المملكة العربية السعودية وإيجاد مدى القصور في السلامة . ولتحقيق هذه الأهداف فقد تمَّ استخدام نوعين من الاستبانة النوع الأول صمم لتقييم مدى تطبيق مصممي المباني السكنية لمعايير السلامة في تصميم الفلل والمباني السمنية المنخفضة والعالية الارتفاع . أما النوع الثاني فقد صمم للتحقق من مدى تطبيق معايير السلامة في المباني السكنية القائمة إضافة إلى تقييم مدى إدراك قاطني المباني السكنية لمستوى السلامة في منازلهم . وقد تمَّ توزيع 112 استبانة من النوع الأول واستحصل على 102 استبانة مكتملة كما تمَّ توزيع 480 استبانة من النوع الثاني واستحصل على 433 استبانة مكتملة منها . وبتحليل كلتا الاستبانتين أشارت النتائج إلى أن الاهتمام بأمور السلامة يزداد من قِبَلْ كلٌ من المصممين ومن مسؤولي السلامة في الجهات الرسمية كلما ازداد ارتفاع البنى ، ولكن ليس بالشكل المطلوب كما أكدت النتائج أن كثيراً من أمور السلامة لا تؤخذ بجدية في تصميم الفلل والمباني السكنية المنخفضة الارتفاع بقدر ما يعطى للمباني السكنية العالية الارتفاع . أما نتائج استبانة السكان فقد أظهرت أن أكثرهم لا يهتمون بأمور السلامة في منازلهم وخاصة الأمور المتعلقة بالحريق والتحكم في الدخان والسلامة الكهربائية . وفي الحقيقة لوحظ أن أكثر المباني التي أجريت عليها الدراسة لا يوجد فيها الحد الأدنى من متطلبات الحماية من الحريق . وبناءً على نتائج الدراسة فقد تمَّ تطوير آلية لتصميم ومطابقة معايير السلامة في المباني السكنية على ضوء تعليمات السلامة المحليـّة ومقاييس السلامة العالمية على شكل جدول منظم ليسهل استخدامه من قِبَلْ المكاتب الهندسية وكذلك من قِبَلْ مسؤولي السلامة أثناء اعتماد مخططات المباني السكنية الجديدة بالإضافة إلى ذلك فقد تمَّ تطوير جدول آخر لتدقيق وتقييم معايير السلامة في المباني السكنية القائمة . كما تمَّ تقديم العديد من التوصيات بهدف تحسين معايير السلامة في تصميم المباني السكنية الجديدة وكذلك المـباني السكنيـة القائـمة .

English Abstract

This thesis presents the assessment of current safety measures in the design and use of residential buildings in Saudi Arabia and identifies common safety deficiencies. To achieve these objectives two types of survey were undertaken the first type of survey was designed to assess how building designers express their experiences indealing with safety measures in the design of typical types of residential buildings. Namely, villas, low-rise and high-rise apartment buildings. The second type of survey was designed to investigate safety awareness among residents in their homes. A total of 102 and 433 completed forms were collected out of 112 and 480 distributed forms from the first and the second types of the questionnaire, respectively. Both of these surveys were statistically analyzed. The surveys showed that consideratinos of safety issues by the designers as well as safety authorities are ineffective especially for low-rise type of residential buildings. In addition, results indicated that many safety issues are not seriously considered in the design of villas and low-rise apartment buildings while better considerations are given to high rise apartment buildings. Based on the literature review, the outcome from the analyses of two questionnaires and safety deficiencies, a systematic safety compliance in the form of a checklist was developed with respect to existing local safety instructions and international safety codes and standards. This checklist can be used by the design offices and safety authorities in the design and approval of new residential buildings. In addition, safety audit checklist for assessing the effectiveness of safety measures in existing residential buildings was formulated. Residents survey results showed that most of them do not take care of many safety aspects in their homes especially fire and smoke control related issues. In fact, most of the buildings surveyed do not have the required fire protection systems. Moreover, most of the residents do not pay sufficient attention to electrical safety requirements. Finally, conclusions and recommendations were presented.
