English Abstract

The aims of the study were to evaluate the Saudi Government Procurement Laws and Regulations (GPLR) articles that consitute construction contracts, and to adopt measures that assist in effectively managing construction contracts of public projects. Consequently, a questionnaire was developed to measure that opinion of the Public Owner towards the current and proposed practice statements that cover the objectives of the study. It was divided into three parts namely: Bidding phase, Construction phase, and Contract Administration. The questionnaires were mailed to one hundred (100) Government Departments and Organizations that represent the population of the study for an overall response of (80%). Subsequently, the data were analyzed by computer. The survey results revealed that the porposed practices of prebid qualification, prebid conference, contract award, preconstruction conference, labor and material payment bond, site condition, and change orders have received dominant support. Likewise, measures that are related to safety, standard Construction Contract Administration Manual, GPLR updating, QC/QA program and saudization have received the highest ranks (Agreement Index) respectively. Finally, recommendations were drawn, and one of the most significant recommendation - among others - was that Legislators should consider some of the results obtained in the study for incorporation to GPLR and/or standard public works contract.
