Arabic Abstract

تهدف هذه الرسالة إلى التعرف على العوامل المؤشرة في ترتيب مشاريع الصيانة التعاقدية في القطاع العام ، وكذلك إلى البحث عن آلية لترتيب هذه المشاريع ومحاولة تطبيق هذه الآلية بشكل عملي . تتألف طريقة البحث من ثلاث مراحل . ثم البحث في المرحلة الأولى من خلال الدوريات والعمل المكتبي والحقلي في محاولة للتعرف على العوامل المؤثرة في حساب الأولويات فتمَّ التعرف على ثلاثة وعشرون عامل ثم تقسيمها إلى مجموعتين هما : مجموعة العوامل المؤثرة في الأداء الوظيفي للمبنى ومجموعة العوامل الإدارية . في المرحلة الثانية تمت الإفادة من طريقتين في حسب الأولويات وهما : the Analytic Hierarchy Process - AHP و the Data Envelopment Analysis - DEA كطرق لإيجاد الترتيب النهائي للمشاريع ، المرحلة الثالثة كانت مرحلة التطبيق العملي ، وذلك عن طريق استخدام عيـّنات بحثيـّة حقيقية ، وهي عبارة عن مشاريع معدة للصيانة في قطاع التعليم بالمنطقة الشرقية من المملكة العربية السعودية .

English Abstract

The objectives of this thesis are to identify criteria affecting Priority-rating of Building Maintenance Projects, to develop a methodology for obtaining a priority index of projects and finally to implement the methodology in a case study. The methodology adopted in this research consistgs of three phases. In the first phase, a literature review and interviews were conducted, and a random survey of maintenance authorities was carried out in order to identify criteria affecting Priority-rating Works. This resulted in the identification of 23 criteria which were classified into two groups namely: the Building Performance Group and the Managerial Group. In the second phase, the Analytic Hierarchy Process (AHP) and the Data Envelopment analysis (DEA) were utilized as tools to obtain the final Priority-rating of Maintenance Projects. In the third phase, six sampling projects were used in a case study application. As a result, final prioritization of the six projects was obtained using the AHP process and the DEA analysis with respect of both groups of criteria.
