Arabic Abstract

ترسى المشاريع وتنفذ لزيادة الاستثمارات وللبقاء على روح المنافسة لمواكبة متطلبات الحاضر والمستقبل . لضمان نجاح هذ المشاريع يجب على إدارة الشركة والمستثمرين في الشركة أخذ قرارات نهائية لاختيار أفضل الخيارات المطروحة لتخطيط وتنفيذ هذه المشاريع . هذه القرارات غالباً ما تكون غير مبنيــّة على أساس موضوعي ولا تأخذ في الاعتبار كل العوامل المؤثرة في اتخاذ القرار . وهنا تبدو الحاجة إلى البحث عن أسلوب منهجي وعلمي يأخذ في عي الاعتبار كل العوامل المؤثرة للمساعدة في أخذ هذه القرارات . في هذه الرسالة تم تطوير نموذج مبني على أساس نظرية التحليل الهرمي بواسطة الحاسب الآلي للمساعدة في اتخاذ هذه القرارات . هذا النموذج يأخذ في الاعتبار التحليل الكمي والنوعي للعوامل المؤثرة في القرار . كما تم عمل استبيان لاستكشاف المعايير المؤثرة في اتخاذ القرار وتم توزيعه على مجموعة مختارة من المهندسين ذوي الخبرة والذي يكون اتخاذ القرار جزء من عملهم . وتم تطبيق هذا النموذج مستخدماً المعايير التي نتجت عن الاستبيان على أحد مشاريع الاتصالات لإحدى الشركات الصناعية الكبرى لعرض كيفية استخدامه وفوائده .

English Abstract

Projects are initiated and implemented to promote investment and maintain the competitiveness of the company. In order for projects to be successful, the company management must come up with the best decisions during the planning and implementation phases of these projects. Quite often these decisions are inadequate, lack consistency and fail to consider all the relevant criteria. In this research, a computerized multi-criteria decision-making model based on the Analytic Hierarchy Process (AHP) has been developed to assist in decision making for projects. This process incorporates the quantitative and qualitative aspects of the decision-making problem and provides a measure for determining the consistency of the decision-maker. Additionally, a survey has been conducted to gather information about the criteria that influence the decisions for ranking and evaluating telecommunications projects alternatives. Selected professionals who play a major role in decision making were asked to participate in this survey. To demonstrate the usefulness and application of the model, it has been applied on a telecommunications project for a major industrial company using the criteria that resulted from questionnaires.
